The functions of General Directorate of Mosques Affairs and the Holy Quran Schools
 
  1. Receiving the applications from citizens to construct or re-construct Mosques and to making decisions about these applications.
  2. Issuing the construction' licenses ofMosques and the establishing their boards of trustees.
  3. Following-up the works in term of the maintenance, cleanliness and furnishing of Mosques.
  4. Supervising the Holy Quran schools and setting-up their own regulations.
  5. Developing the educational process in the Holy Quran schools and preparing the curricula and teacher's guide.
  6. Selecting and training teachers.
  7. Spreading the spirit of tolerance and non-fanaticism among the monotheistic religions.


The Division comprises the following departments:
A - Coordination and Follow- up Department: 
 
  1. Receiving and recording the incoming correspondence to the Directorate and distributing them to the departments referred.
  2. Making contacts related to the work.
  3. Preparing the meetings attended by the Director General and following- up their results.
  4. Organizing the work of keeping correspondence and other papers and documents.
  5. Distributing the resolutions and circulars issued by the unit Chief.
  6. Following- up the completion of subjects referred from the Director General of the departments and competent authorities.
  7. Preparing a monthly report about the Directorate ' achievements and submitted it to the Director General. 
 (B) The Department of Mosques: is specialized in the following:
 
  1. Receiving the applications from citizens, institutions and others in order to construct, reconstruct or expand Mosques and adding outbuildings to it.
  2. Taking Decisions on requests for constructing Mosques or reconstructing and issuing permits for the applications conforming to the conditions and specifications planned in accordance with the resolutions and regulations governing this.
  3. Receiving the applications of holding the Friday' prayers in different governorates, regions and states of the Sultanate, and issuing their own approvals after the completion of all procedures and conditions related to them according the regulations.
  4. Determining the needs of Mosques in term of Imams and Preachers.
  5. Following-up the establishment of the Mosques' boards of trustees,adopting their resolutions, receiving the annual reports of them and supervising the proper functioning of work in coordination with the Department of Finance.

This division includes the following departments:
Department of Mosques Affairs: is specialized in the following:

  1.   Receiving the applications of citizens, institutions, private companies and others wishing to construct, reconstruct, expand, maintain, and restore Mosques or other facilities.
  2. Studying the applications to identify their importance according to the regions' needs of population density.
  3. Making decisions on the applications and delivering the opinions if they meet the conditions and specifications required in this regard or not.
  4. Issuing permits for Mosques' constructing or reconstructing applications that match the conditions and specifications after being approved by the competent authority.
  5. Addressing the relevant authorities about the expansion and restoration of Mosques and their outbuildings.
  6. Addressing the competent authorities in term of planning the existing Mosques, their relative lands, and proposed sites for the new Mosques and prayer halls of holidays, the procedures of entering water and electric power in coordination with the Department of projects and services.
  7. Coordinating with the Department of Endowments of the Ministry regarding the revenues and expenses of Mosques, which have waqf.
  8. Counting Mosques in all states and regions of the Sultanate in coordination with the departments of endowments and religious affairs of regions periodically.
  9. Coordinating with the Department of Administrative Affairs in term of concludingthe agreements to provide Mosques with water tankers, cleaning and sewage suction.
  10. Receiving the applications of Friday' prayer in different provinces, regions and provinces of the Sultanate, as well issuing their own approvals after completing all relative procedures and conditions under the regulations.
  11. Preparing comprehensive studies on the needs of different regions and provinces of the Sultanate to construct, reconstruct and expand Mosques in coordination with the departments of endowments and religious affairs and providing in the regions that conduct the proposals of development plans' Ministry.

Mosques Follow-up Department: is specialized in the following:

 
  1. Visiting the proposed sites for constructing new Mosques in order to ensure their importance and proximity to the existing Mosques, taking into account the density of population and preventative barriers such as public roads, medicines and mountains, as well filling their preview form.
  2. Visiting the Mosques required be reconstructing, expanding, repairing or maintainingin order to demonstrate their importance while filling out the form prepared for that purpose.
  3. DeterminingQibla' direction for governmental and civil Mosques and prayer halls in Muscat Governorate and some neighboring states after confirming the issuance of permit.
  4. Participating inthe periodical visits to Mosques constructed at the expense of Ministry to follow up all stages of implementation and receipt in concern with the Department of projects and services.
  5. Doing field visits to Mosques constructed at the expenses of parents to in order follow up their implementation according to the maps approved by this Ministry.
  6. Participating in resolving disaccordsthat found in various regions and provinces of the Sultanate, such as the proposed sites of existing Mosques or the existence of a conflict on the ground by people or reconstructing mosques without permission, or a conflict on the practice of Friday'rituals.
  7. Previewing the Mosques required to practice the Friday'rituals, and submitting their detailed reports under the models prepared for that.
  8. Doing Periodical and surprise visits to all Mosques in the Sultanate to ensure their cleanliness, controlling their different parties, preventing the exploitation of non-worship in prayer' time, determining their needs for public maintenance and preparingthe reports and proposals to be submitted to the competent departments.
  9. Providing the Mosques with the Holy Qur'an,necessary jurisprudence books and Islamic calendar depending on the need of Mosques under the available possibilities.
  10. Following-up the construction and reconstruction of Mosques and their outbuildings in concert with the Department of projects and services.
  11. Submitting the reports on Mosques that need to be furnished and referred to the competent departments.

Department of Mosques' records and files: is specialized in the following:

  1. Supervision of Waqf property for charitable purposes and management.
  2. This inventory of property and proven records in the stomach and so prevent any encroachment on them.
  3. Maintaining charitable endowments and maintenance.
  4. Spending Awqaf income in charitable endowment purposes for.
  5. Supervising the work of agents charitable endowments and direct them and hold them accountable. group
  6. Organization of records of the property of charitable endowments in coordination with Awqaf and Religious Affairs Departments areas
  7. Registering the applications received by the Ministry from citizens and institutions to construct, reconstruct, expand and numbering these applications in a serial reference to be easy reviewed.
  8. Makingthe files ofMosques constructed by the parents or the Ministry, preparing the organized lists and counting them periodically.
  9. Registeringthe permits issued by the Ministry to construct and reconstruct Mosques or the approvals for restoration and maintenance and opening of a file for each Mosque indicating to the inventory' records in the Department.
  10. Registering and counting the communications to plan and wipe the sites of new and existing Mosques and prayer halls, and verifying the reality of records about places having new Mosques.
  11. Registering the agreements contracts responsible for providing Mosques with services, keeping each agreement in its file and counting these agreements for reference if needed.
  12. Registering the applications for approval to practice Friday' prayers, opening their files and keeping them in the proper place, and counting these approvals accurately.
  13. Recording all visits conducted to examine the Mosques or to determine Qiblah and keeping them in the files of each Mosque or any site visited.
  14. Collectingand recording thetransgressions that occur in the implementation of Mosques' projects in various regions of the Sultanate and notifying the concerned departments with that issue.

Trustees of Mosques Department: is specialized in the following:

  1. Receiving requests for the formation of the Mosques' boards of trustees, preparing their decisionsdrafts and submitting them to the Director of the Department.
  2. Receiving the minutes of meetings related to the Boards of Trustees and submitting them to the Director of the Department to be approved in coordination with the Director General.
  3. Following- up the boards of trustee's performance of their works, and preparingthe periodical reports concerning the Ministry' instructions, laws and regulations and their commitment.
  4. Coordinating with the competent circulates and departments to monitor the commitment of the boards of trustees by recording the revenues and expenses of Mosques in the register prepared for proving any violation to be submitted to the specialists and uploading its image in the Board of Trustees' file.
  5. Establishing a register to record the member's names and features of the board of trustees, the duration of each board, and the important data of functioning.
  6. Establishing a register for each Board of Trustees to be kept in a copy of decision, a minute of the first meeting,the copies of the minutes of meetings and all related to the performance of its activities.

(C) The department of Holy Qur'an Schools: is specialized in the following:

  1. Supervising the Holy Qur'an schools and setting up regulations for organizing them.
  2. Developing the curricula of Holy Qur'an taught in these schools.
  3. Testing the teachers of the Holy Qur'an and working on their training.
  4. Supervising and guiding teachers and taking care of their interests.

This Division includes the following Departments:
Department of Schools Affairs:

  1.  Developing the plans and programs aimed to expand schools.
  2. Preparing a register to count schools belonging to the Ministry.
  3. Preparing the regulations organized the Holy Qur'an schools.
  4. Issuing licenses for citizens in order to construct the Holy Qur'an schools.
  5. Following-up the maintenance and restoration of schools.
  6. Providing the requirements needed for furnishing and equipping schools.
  7. Following-up and coordinating with the competent departments of the Ministry to implement the construction and maintenance of schools.

Department of Teachers Affairs: is specialized in the following:

  1.   Setting requirements for filling the posts of teachers in the schools of the Holy Qur'an in terms of qualification and experience.
  2. Selecting the teachers of the Holy Qur'an schools under the required conditions.
  3. Developing methods of training for the teachers and promoting the educational process.
  4. Preparing a teaching curriculum and teacher's guide.
  5. Following- up the affairs of teachers to supervise them.

Supervision and Guidance Department:

  1. Preparing the exams, organizing their works and setting bases to evaluate the students as well issuing the results of their successfully passing in tests.
  2. Preparing reports about the educational process progress in the schools, the extent to which students benefit from it and supervising the teachers and the school' administration.
  3. Directing and valuating teachers as well making reports on their work.
  4. Guiding teachers for the best methods of teaching to achieve the utilization required in schools.
  5. Preparing the records required to register schools and count students, allocating files for them and organizing the student affairs.
  6. Following- up the maintenance of schools and their validity for the educational process. 
 The functions of Holy Qur'an Teachers Department:
 
  • - Studying the department needs in term of Holy Qur'an teachers.
  • - Selecting the teachers of Holy Quran under the required conditions.
  • - Organizing the affairs of the Holy Qur'an teachers, and working on the developmentof their abilities by providing them the necessary scientific needs.
  • - Developing the training methodsfor Holy Qur'an teachers and promoting the educational process.
  • - Participating in the preparation of teaching curriculum and teachers' guide.
  • - Taking care of developing the study of Holy Qur'an by memorizing it, and organizing competitions for that purpose.
  • - Following-up and supervising the affairs of Holy Qur'an teachers to evaluate their performance by writing reports about them to be submitted to the Director ofDepartment.
  • - Preparing a monthly and annual report on the work of department to be submitted to the Director of Department attaching with the proposals for performance development.
  • - Keeping the records required to evaluate the department performance. 

The functions of Holy Qur'an female teachers Department:

  • - Studying the department needs in term of Holy Qur'anfemale teachers.
  • - Selecting the female teachers of Holy Quran under the required conditions.
  • - Organizing the affairs of the Holy Qur'an female teachers, and working on the developmentof their abilities by providing them the necessary scientific needs.
  • - Developing the training methodsfor Holy Qur'anfemale teachers and promoting the educational process.
  • - Participating in the preparation of teaching curriculum and teachers' guide.
  • - Developing the role of woman in memorizing Holy Qur'an and organizing competitions for that purpose.
  • - Following-up and supervising the affairs of Holy Qur'anfemale teachers to evaluate their performance by writing reports about them to be submitted to the Director ofDepartment.
  • - Preparing a monthly and annual report on the work of department to be submitted to the Director of Department attaching with the proposals for performance development.
  • - Keeping the records required to evaluate the department performance.
